The work of Prof. Allan Odden, funded by the Rockefeller
Foundation of New York, is a two-year effort to determine
the cost to adequately fund K-12 education in Wisconsin.
It addresses the recommendation of the Governor’s
Task Force on Educational Excellence for such a study.

Effects of Revenue Controls on the Programs and Services Offered
by Wisconsin’s Public Schools, 2004-05 School Year
(Wisconsin Education Association Council and Wisconsin Association
of School District Administrators) (December 2005)
This annual survey details the impact of Wisconsin’s
school-funding system on public school classrooms around
the state. Started for the 1998-99 school year, it shows
how revenue limits have reduced the quantity and quality
of education offered to the state’s children.
